The Lagos State Labour Market Information System (LMIS) is both a network of organizations, and a website for data publication.
Lagos State Ministry of Economic Planning & Budget, with consultation of public and private sectors, mandated LSETF to develop the LMIS. National statistics exist but are published less frequently, not always with state level data, and not detailed to the level of occupation or skills. Furthermore, Lagos is a dense metropolis with a specific and dynamic employment landscape.
The Lagos State LMIS ambitions to provide timely and detailed inputs about the labour market, leveraging and animating the partnership of public and private stakeholders.
The Lagos State LMIS works as a website displaying labour market data and public private dialogue sessions where government and private sector representatives receive and discuss insights from the data. When it will be publicly launched, the intended primary users are employment services, educational institutions, industry associations and government bodies, analysts like researchers and journalists are also invited to use the system. Indirectly, employers and jobseekers will benefit from better representation and information.
Data from job seekers, students and online job postings are analyzed. Knowing the profiles of those who face difficulty finding a job, the profiles in demand and the profile of students are all relevant inputs for the design of employment programs and school curriculum.
LSETF works with all major Ministries DAs active on employment or higher education, as well as with an expanding network of private sector association and representative bodies. For data collection, LSETF contracted Deloitte to organize a first round of direct surveys.
Jobseekers can better identify job opportunities: which sectors are currently hiring, with what level of salary, how do they compare with other jobseekers in the same area, etc.
Employers can identify if they hire at salaries above or below market, or which profiles of applicants are common in their area.
Unions for jobseekers or professional associations for employers can better identify challenges and opportunities and formulate feedback and asks to public partners.
Information about reskilling needs, hiring sectors, insights into the situations of jobseekers will help tailor and optimize programs like the ones currently offered by LSETF.
